My perception is the PR outcome was substantial and all bases in media got covered so the quality of the work was solid, although I have no personal knowledge of the contract terms, deliverables and guarantees.
Its not unusual for contracts between buyer and contractor to have requirements for diverse minority business vendor participation.
Do NUL or ULEM contracts require this?
