Boston Mayor Thomas Menino vetoed a controversial redistricting plan for the city, after it narrowly passed Boston City Council by a vote of 7 to 6. The plan proposed by Redistricting Chair, City Councillor Bill Linehan, was criticized by several Community groups and Black/Latino activists for not fairly handling citizens of color who now make up the majority of the city. The groups had planned to sue if this plan would have been approved.
A coalition of diverse groups from across the city is prepared to sue the city over a new redistricting map positioned to be voted on tomorrow at the weekly City Council meeting. If this map, Docket #0985 (Linehan) is introduced and seven or more councilors vote in favor, it goes to the Mayor for his signature (9 votes will override a veto by the Mayor). Upon passage of this map, the coalition is preparing for a lawsuit against the city, on the grounds that the packing of District 4 is in direct violation of the Voting Rights Act of 1965 which prohibits voting practices or procedures that discriminate on the basis of race. In the proposed map, the population of people of color ranges from a high of 95.3% in D4 to a low of 31.6% in D2.
The Boston NAACP is calling for a swift, thorough and transparent investigation into complaints by Transportation Security Administration (TSA) agents that the behavior detection program at Logan International Airport in Boston targets Middle Eastern, Black, Hispanic and other travelers of color. According to reports, over 30 federal officers charged with identifying behaviors that might expose a wood-be terrorist are now accusing the TSA of discriminatory practices.
“Violence is a virus”
The City of Boston like any other urban center in America is affected by violence each day. Any community that has been red-lined by banks for over 30 years, left behind in the quality of education offered publicly and faces un-employment at nearly double the rate of the rest of the communities around it will surely face levels of violence at a disproportionate level. These issues are long standing and systemic that must be acknowledged and addressed.
Former Boston Mayor and former US Ambassador to the Vatican, Ray Flynn recently went against Democratic masses in choosing to endorse Sen. Scott Brown over Democratic candidate Elizabeth Warren in a closely watched and heated campaign.
In an article in the Boston Herald dated July 20, 2012, you are quoted as saying, “You can’t have a business in the city of Boston that discriminates against a population. We’re an open city, we’re a city that’s in the forefront of inclusion”. We agree that any kind of discrimination should be unwelcomed in the City of Boston.
After much work from activists, legal professionals, professors and concerned citizens from all across Massachusetts, Gov. Deval Patrick has decided to send the “3 Strikes” bill proposed by the conference committee back to the legislature for more hashing out.
